The story
Rafael Belchior worked at Quant as a blockchain research and development engineer. That is not an inference. His Hyperledger Global Forum 2021 biography lists Quant Network in those words, alongside the Portuguese government and the Linux Foundation. The 2023 ACM DLT article with Luke Riley carries the footnote ‘Work done while the Rafael Belchior was at Quant Network,’ and records that he was supported by Quant. His own site still points at ‘my tenure at Quant Overledger.’ He is in this encyclopedia because he worked there, and because the papers from that tenure are how Overledger’s category got an ACM citation.
The papers to read: A Survey on Blockchain Interoperability (ACM Computing Surveys, 2021) — 284 papers, the map of the field, 1,100+ citations. Hermes: Fault-Tolerant Middleware for Blockchain Interoperability (2022), the academic cousin of SATP. Do You Need a Distributed Ledger Technology Interoperability Solution? (ACM DLT, 2023) with Riley and Hardjono — modes (data, asset transfer, asset exchange) × infrastructure (nodes, proxies, gateways). Quant’s product claim sits in the gateway cell. The 2024 IEEE S&P SoK on interoperability security is the case against ad-hoc bridges. He is a listed author of draft-ietf-satp-core and of the crash-recovery draft.
